Task Force Charge Letter

Subject: Task Force Charge: COSE Reorganization

Thank you for serving on the COSE Reorganization Task Force to plan the subdivision of the College of Science and Engineering into two colleges to better support our institutional mission. 

Task Force Background, Purpose and Scope of Work

Texas State University is requesting approval from the Board of Regents to divide the College of Science and Engineering (COSE) into two separate colleges: the College of Science and the Ingram College of Engineering. The current Ingram School of Engineering has grown precipitously from a small department formerly housed within the College of Applied Arts into a modern and high-impact school. Equally so, the Department of Engineering Technology has grown significantly in terms of new academic offerings, enrollment, and student success impacts.

There has been significant internal consultation on the appropriate future structure for COSE. In Fall 2023, the Report of the Task Force on College Reorganization, College of Science and Engineering submitted and recommend the division of science and engineering into two colleges, recognizing the growth in both areas and the need for distinct leadership expertise and resource allocation. While there is broad agreement that the science departments (Biology, Physics, Chemistry & Biochemistry, Mathematics, and Agricultural Sciences) will retain their current structure, the engineering and technology programs will need to be organized into new departments.

The future Ingram College of Engineering would include the following schools and departments: the School of Computing and Artificial Intelligence, the Department of Electrical and Computer Engineering, the Department of Civil Engineering and the Built Environment, and the Department of Mechanical, Manufacturing & Industrial Engineering. Engineering Technology & Engineering Management would become a program and Materials Science, Engineering, and Commercialization would remain a program with dual reports to the Dean of the College of Science and the Dean of the Ingram College of Engineering. 

Developing interdisciplinary departments that reflect the types of integrated engineering skills required by employers will ensure the continued effectiveness and growth of engineering and related disciplines at Texas State University. The current proposal does not contemplate new degrees or programs, but rather, an administrative reorganization that will facilitate degree and program improvements in the future. 

The proposal will be presented to the Texas State University System Board of Regents during the August meeting. If approved, the structure would be submitted to the Texas Higher Education Coordinating Board to provide new codes for the programs in the Ingram College or Engineering. This timing would allow for the reorganization to be substantially complete by Fall 2027. Pending both approvals and notification of SACSCOC, the search for the Dean of the College of Science and the Dean of the Ingram College of Engineering beginning in Fall 2026 with start dates in Fall 2027.

Given the complexity of this effort, multiple workstreams have been identified to support this reorganization. The bulk of the work will proceed through these workstreams:

  • Governance and Approvals
  • Academic Programs
  • Technical/Lab Shared Services
  • Budget and HR
  • System Issues/IT

Each workstream will identify necessary steps for reorganization, possible roadblocks, and feasible solutions to support the timely reorganization of COSE.  

Reporting Expectations

Each workstream lead will report weekly to the taskforce chair on progress and challenges. 

The taskforce chair will provide interim reports on the status of the reorganization and any major dependencies that could impact the timeline monthly. 

Timeline

The reorganization is slated to launch beginning in Fall 2027 although the work of some of the workstreams may go past this date as we finalize complex issues and as new issues emerge. The formal work of this task force will conclude no later than December 2027 and new groups will be developed based on organizational needs, if necessary.
